The Department of Basic Education recently launched a new digital online system called eCares (Early Childhood Access Registration System) to streamline the registration of Early Learning Programmes (ELPs). This initiative aims to simplify and modernise the registration process, making it more efficient for ELPs.
Gauteng, Free State and the Western Cape are implementing registration through eCares currently, and the registration system is being rolled out nationally. Other provinces please visit or contact your local Department of Education for more information
Here’s how the application process typically works:
1. Create an Account: The Early learning programmes (ELPs) must first create an account on the eCares platform. Click here to create your account user-user.registration.dbecares.gov.za
2. Fill in Required Information: Enter details about the ELP, including location, facilities, management and staff qualifications, and minimal personal information.
3. Document Upload: Centers must submit the required documents, i.e. certified staff and management IDs and a Form 30 (available below) for every manager and member of staff.
4. Application Review: The application is reviewed by the relevant authorities, who may request additional information or conduct an on-site visit.
5. Issuing the Certificate: Once approved, the ELP is issued a Bronze Certificate, indicating their registration status for the next 12 months.
The key objectives of eCares are:
1. Simplifying Registration: Making the registration process straightforward and less time-consuming for ELPs.
2. Improving Access: Allowing ELPs, even in remote and rural areas, to register easily online.
3. Ensuring Compliance: Setting clear minimum standards that ELPs must meet to ensure safety and quality.
4. Enhancing Oversight: Provides government bodies with better oversight and data to improve ECD planning, funding, and support.
